Ure. Le Val d’Hazey: Europe asked to lower score for cultural space reform

Bruno Thierry recalls five objectives of the cultural space rehabilitation project: “improve the energy performance” of the performance hall; “Improve the premises to strengthen the cultural offer and its attractiveness” by allowing the “diversification of the offer and its adaptability to new methods of cultural use”; “Improve the accessibility of the premises” and strengthen the “security” of the ECMP.

Project for 2.5 million euros

If a discussion on the same topic was already taken up last year at the same time, “it needs to be restarted”, the elected official explained. In fact, the situation changed in a year: “the municipality requested a subsidy from the state service of €900,000” but, “the envelope of credits available for local investment support grants (DSIL) is set for the EUR department and a large number of files” the full amount expected to the municipality Didn’t get it. “We received the DSIL allocation notice for 415,152 euros”, explained Bruno Thierry.

On the other hand, “some building materials have experienced strong or even very strong price changes, thereby increasing the estimated cost of the project”. “Furthermore, although the architect has a certain number of savings, the total estimated cost which, at the sketch stage, is slightly more than 2 million euros, has gone to 2.52 million at the detailed preliminary project stage,” said the elected official.

Expected ERDF grant: €786,000

From 2022 and after the establishment of the last Feder program, “the municipal project can be eligible for subsidies” because it participates in “enhancing the cultural and touristic heritage of the Norman region”, Bruno Thierry indicated.

The municipality is therefore requesting an expected €786,051 grant from the European Union.

“This is a request for a subsidy to lower the bill we have to pay. It is a shame not to support us,” lamented the cultural assistant.

The new provisional funding plan is therefore expected to be as follows: €415,152 for the State under DSIL; €410,000 for the Normandy region; €410,000 for the Eure department; €786,051 for Feder and €505,300 for Val d’Hazey.

Cultural pass

Still on the subject of Espace Pagnol, elected officials unanimously adopted, this time, the establishment of an agreement with the Ministry of Culture around the Culture Pass. From September 2022, performance will be mentioned in the application.
